Mr. Robert James Perkins has lived all of his life in Muskogee, Oklahoma. He has served many years of active participation in local government. He has shown dedication to the local area and to the people of Muskogee, Oklahoma. Mr. Perkins is married to Joyce and together they have five children.

Mr. Perkins attended school in Muskogee, graduating from Manual Training High School. He attended Bacone College majoring in accounting. Mr. Perkins retired from Oklahoma Natural Gas as a Gas Service Specialist. He also obtained a certificate in Gas Engineering. He is a member of Rayfield Baptist Church where he serves as a Deacon and choir member. He is a spokesperson for One Church, One Child, an organization responsible for helping children get adopted. He is also a member of Promise Keepers.

Mr. Perkins has served as Vice-Mayor of the City of Muskogee for ten years. He has served as a member of the City Council for fourteen years. He is also President of the Muskogee Civic Center Advisory Board, President and Director for thirty years with Paul Young Football League, Recipient of Five Who Care Award, (KOCO TV); Nominated for “Who’s Who in America,” (55th Edition); received Children’s Foster Parent Award, (DHS); Volunteer Award recipient, (Zeta Phi Beta); Man of the Year Award, (Satoma Club); Optimist Club, Member and past President; ONGoer’s member and past President (Retired ONG Employers Organization). The City of Muskogee honored Mr. Perkins for his hard work and dedication to youth by renaming the football complex at Hatbox Field, Robert J. Perkins Sr. Football Complex.

Mr. Perkins is an exemplary citizen and leader who believes in making every effort possible to improve the quality of life for all citizens in the City of Muskogee.
